Purpose and scope

Lockwood Advisory is a sole-principal strategic advisory practice. This statement sets out the practice's approach to ensuring the accuracy, rigour and integrity of work delivered under any client engagement. It is provided in lieu of a formal accredited Quality Management System (e.g. ISO 9001), and is intended to satisfy vendor prequalification and procurement queries from clients, partners and tier-one consultancies.

This document is reviewed at minimum every 12 months and updated as the practice evolves.

About the practice

Lockwood Advisory is led by Nicole Lockwood, Founder and Principal. The practice advises governments, institutions and organisations on infrastructure strategy, climate transition, governance reform and complex systems change. It operates at the intersection of policy, industry, capital and community, supporting clients to navigate large-scale transition with clarity and accountability.

Principal experience

Over 20 years' senior leadership and board experience across infrastructure, climate, governance, regional development and economic transition, including Chair of Infrastructure WA, Board Member of Infrastructure Australia (longest-serving), Independent Chair of the Westport Taskforce, Inaugural Chair of Infrastructure Net Zero, Joint Reviewer of Infrastructure Australia for the Federal Government, and over 35 board and advisory appointments across six jurisdictions.

Engagement and delivery process

Each engagement follows a consistent five-step process:

  1. Scoping. Written scope of work confirmed with the client before commencement, including objectives, deliverables, milestones, exclusions and review points.
  2. Contracting. Engagement letter or services agreement executed before work begins, covering scope, fees, timeframes, confidentiality, IP, and conflict-of-interest declarations.
  3. Drafting and analysis. Work is built progressively against the agreed scope, with structured cross-checking of source documents, data, and stakeholder inputs.
  4. Client iteration. Working drafts shared with the client at agreed checkpoints to test interpretation, validate assumptions and capture feedback before formal delivery.
  5. Final review and delivery. Every deliverable passes through a final accuracy, consistency and presentation review before issue. Where the engagement involves sensitive policy, governance, financial or technical content, peer review is sought from a subject-matter expert in the principal's network before delivery.

Conflict of interest

The principal holds multiple concurrent board, advisory and partnership roles. Before any new engagement, the principal reviews existing commitments to identify any actual, potential or perceived conflicts of interest. Any conflict identified is declared in writing to the client before the engagement commences, with a recommendation on whether the engagement should proceed, proceed with management measures, or be declined.

Continuous improvement

The practice actively seeks client feedback at engagement close to inform ongoing improvement. Lessons learned, recurring issues and emerging client needs are reflected in updates to this statement and the practice's working processes. As Lockwood Advisory grows, this statement will be revised toward a more formal Quality Management Framework appropriate to the scale and nature of the work.
